Creation of Asset Registers
Local government municipalities need to understand and own their responsibilities to be effective. A starting point is to have a complete and up to date asset register of the following.
- Road Asset Register
A road asset register, including a complete map of all road infrastructure, categorised into paved and unpaved roads
- Property Asset Register
A complete address register of each possible property (residential, industrial, agricultural, open land, etc.) categorised accordingly. The land use categories will comprehensively include the town planning scheme definitions of all municipalities.
Providing asset registers has the following benefits:
- Unqualified audit reports in relation to assets and municipalities will align to the 2014 Clean Audit requirements of the Auditor General (AG);
- Improved budget planning and budget implementation;
- Local road departments will be empowered to manage their roads;
- Substantially improved and proper coordination between District and Provincial road departments when this data is integrated into the existing pavement management system (PMS).
Spatial Information Platform
Geographic Information Technology (GIT) has received overwhelming acceptance by local, provincial and national government departments. Communities are now taking responsibility for the efficient and effective management of their assets and resources.
